State of the University – Dr. Larry Penley

The Rotary Club of Fort Collins continues a long standing tradition, hosting the "State of the University" address by the President of Colorado State. Besides reporting on progress this past year, Dr. Penley will focus on CSU’s leadership in the Green University movement.

Dr. Larry Edward Penley became the 13th president of Colorado State University and Chancellor of the CSU System on August 1, 2003. As leader of Colorado State, he is committed to enhance the University’s stature as one of the nation’s premier public research institutions.

Dr. Penley has continued Colorado State’s legacy of environmental research and has directed Colorado State to model the way as a Green University. It is Dr. Penley’s belief that the nation's research universities have, within their reach, the power to make a difference in the world -- through education of a "green collar" workforce, and through development of groundbreaking research solutions deployed through market-based enterprises.

For that reason, Colorado State has adopted a clear philosophy: Take great research ideas, narrowly focus in specific applications - such as the problem of carbon-emitting two-stroke engines in Asia - and move them rapidly into the marketplace.

While Colorado State has an obligation to be environmentally responsible in the way it runs campus, its greater challenge is to educate tomorrow's green workforce and focus our enormous capacity in support of enterprise-based solutions that will truly make a global difference.

During Dr. Penley’s tenure, CSU achievements include: a 38 percent increase in the number of endowed chairs; A new record in CSU research expenditures ($297M during fiscal year 2007; continued increases in enrollment; steady progress in improving graduation rates; and continued ranking in the top tier of American research universities.

Dr. Penley came to CSU from Arizona State University, where he served as professor of management, and as dean of the W.P. Carey School of Business. Dr. Penley and his wife, Dr. Yolanda Sanchez Penley, are parents of two grown children. Dr. Penley is an honorary member of the Rotary Club of Fort Collins.

Bill Moellenhoff asked for volunteers to house an exchange student one night, June 13, before the entire group leaves on a trip on June 14. Those interested should contact Bill.

Jim Harper announces that on Sunday, June 8th, there will be a free admission day in honor of Rotarian Art Wilcox at the Farm at Lee Marinez Park, 600 North Sherwood. Art received the Service above Self Award in 1997 for his part in the development of this park. Also, in Art's honor, Art's Tool Shed will be officially unveiled. Jim also announced thatthe work day at Martinez Park Farm, scheduled for June 2, has been cancelled.

Dave Stewart reported that the project at the orphanage in Mexico has been completed by the EWB students from Carrol College, Montana. Fish have been added to the tilapia tanks—which will result in food savings, enough to pay for one students medical training. The next project is rehabilitation of a dam that has been silted in over many many years.

Brian Burke announced that Rotary READ committee members would be selling lunch money books and pizza cards. Both are good from 6/1/08 to 5/31/09. The $10 for each goes to supporting READ programs, especially the visiting author presentations in schools.

Max Getts Minute: First, congratulations to Phyllis Abt for her “Ethel Merman”-like rendition of “There’s No Business Like Show Business” during the talent show. Then he showed a collection of razors and shaving accessories, and, with the help of Bill Schaffter, gave our President a “close shave”. (I daresay Chuck felt he had just had one too!)

Students of the Month

Amy Austin
Amelia Streigel introduced Amy Austin, a junior at Fossil Ridge High School. She has had numerous opportunities in leadership, including Student Council. She participated in a Student Body Retreat during which diverse participants were able to connect on a meaningful basis. Her leadership training has transformed her and enabled her to make friends. Membership in Key Club allowed her to volunteer through Kiwanis, where 30 students volunteered 50 hours each and adopted a family in Timnath. All these experiences has made her a leader by example. She plans to study Spanish in college.

Tasha Shropshire
Jamie Grim introduced Tasha Shropshire who graduated from Centennial High School in February. She reinforced the quality of the school, despite some less positive views held by some. She has improved her work ethic by a power of 10. She credits Centennial personnel for helping her to come out of her shell. She plans to attend Front Range and CSU and major in languages. She wants to travel the world as an interpreter.

Actions by the Board of Directors
The Board of Directors at its regular monthly meeting received membership applications for Lt. Colonel Andy Groeger, sponsored by Jan Bertholf and for Jerri Howe, sponsored by Chuck Rutenberg. Andy is Army Professor of Military Science at CSU and Jerri is the Executive Director of Matthews House. If club members have any comments on these applications, please address them to the Club Secretary, Donal Johnson, within the next seven days after the announcement in the print Rotogear.

The Board granted leaves of absence to Anne Alexander and Jim Butzek and accepted the resignation of Christine Chin.

Special Paul Harris Fellowship Awards
Melanie Chamberlain presented Paul Harris Fellowships to Sankaram Mantripragada and Kent Sutherland. The awards were made possible through the Circle of Paul Harris Fellows. They were recognized for their humanitarian and educational activities and their contribution to the club. They represent the ideal of the true Rotarian and will no doubt contribute to peace in the world.

Foundation Minuet

Bonnie Titley
Bonnie Titley informed the club about the Major Donor level of giving to the Rotary Foundation. She said that we give in lots of ways but the donations to the Foundation should come from the heart, because of the way the Foundations uses the money for multiple types of international projects. Club members can donate to the foundation by giving $25.00 each quarter in their bill, which makes them a sustaining member, and can lead to becomming a Paul Harris Fellow after the amount reaches $1,000. Members can donate a lump sum of $1,000 to be a Paul Harris Fellow or a multiple Paul Harris Fellow. After the level of donations reaches $10,000, the member is considered a Major Donor. Bonnie asked members who have sustained this level of giving to be acknowledged by raising their hands. Our club has a number of Major Donors.

Stacy Plemmons
Tanis Roeder introduced fellow club member, Stacy Plemmons, to give us a program on Singapore with the subtitle, “how an average Asian nation became a world economic leader.” Stacy worked for Hewlett-Packard in Singapore for two years and joined Rotary there.

Stacy presented a brief history, some geographic data, life there, and the racial and religious make up of Singapore plus the four key decisions that he thinks have been critical in its dramatic rise in world leadership in globalization, competitiveness, education and economic freedom.

The four critical decisions were about language, rule of law, personal ownership and government. In each of these decision areas Stacy told stories that made his presentation entertaining and his points easier to understand. Singapore’s citizens have multiple languages, none being dominant, so they picked English as the official language for government and business. Thus almost everyone had to learn a new language. He said that Singapore has fewer laws than, for instance, India, but enforces what they have fairly and vigorously. They did away with jury trials and leave decisions up to three judge panels. In the personal ownership area, over 95% of citizens own their own homes. Finally, he said that the parliamentary style of government is run like a well run major corporation and that the maximum tax rate is 22%.
