Glade Reservoir Controversy The proposed Glade Reservoir is one of the most important and controversial issues facing Northern Colorado today. The Army Corps of Engineers is in the midst of a public comment period that will play a large role in determining whether the project will be built.

Public hearings have been held in Fort Collins and Greeley on the proposed project draft Environmental Impact Statement issued by the corps. The public comment period is due to end in a few days, though opponents of the project
are seeking to have the comment period extended until October.

Opponents of the project say the Poudre River is already overburdened by the demands of municipal and agriculture users, and any additional water taken to supply the Glade reservoir would result in damage to the river's ecosystem, hindering the city's efforts to use the river for economic development. Supporters say the water is needed to meet anticipated growth in 15 regional municipalities and water districts. They say building Glade will be less ecologically harmful than the other alternatives, including doing nothing.

To help us understand the issues involved, fellow Rotarian Bob Moore, the executive editor of the Fort Collins Coloradoan, will moderate a discussion involving two of the most prominent voices on the Glade issue. Brian Werner is the public information officer for the Northern Colorado Water Conservancy District, the agency that proposes to build Glade Reservoir as part of the Northern Integrated Supply Project. Gary Wockner, Ph.D., is a member of Save the Poudre, a coalition of environmental groups that have opposed Glade.

Shelly Godkin summarized CSU results at the National NCAA Outdoor Track and Field Championships held at Drake recently. Four CSU students were named All Americans, one of them twice: Jason Schutz (discus), Janay DeLoach (100 meters and women's long jump), Emily Pearson (1st in heptathalon), and Katie Lloyd (3rd in heptathalon). Brian Bedard, coach of both men's and women's track and field teams, was named Coach of the Year. In addition, the Women's T&F team won the Mountain West Conference championship for the first time.

Max's Minute: Max offered a prize to whoever could name the first president to address Rotary International. Joe Looper and Garth McCann both said Warren G. Harding and got videos. Then Max had more prizes for anyone who could identify the vintage and prototype automobile photos that had been put on tables.

Chuck Rutenberg reported that PPres Bob Eatman is home from his surgery. Although he has some bad days, he is doing well.

Joe Looper invited anyone interested in joining the World Service Committee to attend the meeting scheduled for July 12 at his home.

PPres, PDG and Past Chair of the World Community Service Committee, Joe Looper, commented about the many outstanding projects in which our Club has been involved. He made special not of leverage of our Club's investments in projects. He then introduced Claude Piché and Dave Stewart, who gave the program. Claude used a Power Point program to show information about the locations and severity in the world of Dengue Hemorrhagic Fever. He also showed where in the world, we have/had Dengue projects.

Claude showed slides and a video of several projects in Guatemala including a Habitat for Humanity homes and computers for a School for the Deaf. Several Club members and Interact Club members left on June 21st for a week to build another Habitat for Humanity home in Gualán.

Dave Stewart

As Dave Stewart began he indicated that [clean] water was a focus of Rotary. He showed several slides about "clean water" projects. These included how water had to be carried up a hill by women with large clay pots on their heads. As an aside, in a video that Claude showed, a small/young girl was carrying a small pot on her head.

Dave also showed our efforts to a assist an orphanage in Mexico approach sustainability. It houses 300 children. The project will build a dam as the integral part of an irrigation system to permit the orphanage to grow grain for their animals and for sale. They have a fish rearing facility with tanks in which 500 talapia can be grown. The University of Arizona is participating in the talapia project. The orphanage also grow rabbits for food in the orphanage and for sale. Dave cited that one of the orphans had physical/mental problems, but he really could grow rabbits. He started with two in March and had 70 in July (correct month?). There also is a micro credit element to the project to assist people get started in small businesses. This project includes important contribution by the Engineers without Borders Club of Carroll College in Montana. Dave's son is a student there and also is intensely involved. In his remarks Dave cited the importance of the involvement women in the projects. They make the decisions. Dave also cited the leveraging of funds that Joe Looper had cited. Dave said that approximately $17,000 from our Club had permitted $250,000 worth of work to be accomplished.

A woman Rotarian from Greeley is interested in improving literacy and has solicited assistance from the International Reading Assn. One of the projects is to provide computers for a School for Deaf Children.
